In order to re-enable TokenD, you need to install OpenSC v. So far, the only rumor I have heard is that Outlook can use CTK to sign emails. What is worse, they can't all do that correctly - OneDrive can't even read certs through TokenD. Chrome and Safari can read your certs from CTK however, Office for Mac products can only use TokenD. The reason it isn't showing is because your PIV certs are not loaded into Keychain Access because Apple deprecated TokenD in favor of CryptoToken Kit (CTK).
